So I'm very new to axiom and I wanted to get planning for a large scale build on a SMP I'm playing on but when I exported the server world to singleplayer It wont let me use the tools even when I managed to get into creative mode

You need cheats enabled for axiom. Do you have them enabled?

So the world file says it's still survival and no cheats are enabled. So I think that is the problem. Is there any way to copy the world so they will be/change the existing world to fix this?
