when I hit enter, it goes away. When I hit ctrl f, it goes away after popping up the block selection box

Press the select tool and make sure you don't have a selection going on, or a mask of any kind

If you have a selection the other tools do exactly as you describe doing. So you need to clear the selection if you have one, if you don't then idk what's the issue

Yes. But if you have a selection active, the other tools will not work outside of the selection.

That exact thing was happening to me, so clearing any selection worked for me,

If you're positive you don't have a selection active, try to record a video of the issue and maybe share a screenshot of the mods folder

There's plenty of ways it could "do nothing". Being able to see how it does nothing could help people to understand how to help you

From the mods screenshot I can only tell you to try updating axiom to 3.0.0 if it doesn't fix then someone more qualified than me will surely help you
