Before the bug fix, I would talk to Nimashal and he would automatically level up to spouse. I never saved after doing this, and I tried waiting until after the fix so that I can have the proper marriage cutscene. However, now that the bug has been fixed, I talk to him every day and I don’t see any option to propose marriage. How long should it take to get that to show up? Or is this another bug? I’ve thought about resetting the relationship, but I don’t know if I want to take all the time to level him up again. Thanks for the help!

There's a good chance resetting the relationship will fix, idk why you can't propose after you're "getting serious" and boosting the relationship a bunch. If you did a romance quest it really shouldn't take long
