Have you unlocked.the snowy mountain area on the left yet? That's where they are from. You can see from the descriptions of them they come from that area depending on the season. Looks like you have the spring one but not the other three seasonal ones.

I unlocked the frozen area and when I was in the winter season I looked all over for the winter one and couldn’t find it anywhere
