looks like an alignment issue with the initial brush placement. Can you select/highlight both the problematic displacement and the road?

Then the easiest way to do it is creating the displacement next to the road and not touching the vertices that are touching it

if you accidentally do change the height of the vertices you shouldnt touch, you can reset their position with "raise to" and setting the distance to 0
