Workshop tools only pack what's listed as "include" in /game/csgo/gameinfo.gi, it's not the same as loading from Hammer or using MapPacker.

To add the loading screens and radar, you'll need to include "panorama" and "resource" folders as well I believe (at least that's what worked for me)

Add those lines to the gameinfo.gi file, save it, re-submit the map to workshop, and then remove those lines and save it again. I heard others say you can't connect to VAC secured servers while that file is modified
