Recently, a certain developer who streams, answered this question during their stream. Decks aren't allowed in gear vaults because trying to implement it is very challenging on the technical side. Also, since decks can store treasure cards, allowing decks in gear vaults could lead to a near infinite storage of treasure cards.

I wonder if they could do something where the vault rejects a deck if it has treasure cards and clears the deck of any set spells in order to be put in the vault. But that could also be what they mean by challenging on the technical side.
