Moving a Hand over to Discards nerfs builds that rely on small hands. However, -1 hand does hurt the economy, so you start with an additional $1 to trigger interest from the Small Blind (which also helps teach new players how it works!)

I like this, I think the game should generally be built towards making stronger hands using more discards, and this helps with the difficulty of the game being too focused on the first few antes on later stakes
