I would rather it be a joker, because we don't have any consumables that don't show up in certain situations, but we do have lots of jokers that function that way (like lucky cat)
so i propose
joker, can only appear in shop if you have another joker with a sticker already (so yes it only appears on black stake and above but through a technicality)
sell this joker to remove a sticker from a random joker (and add whatever other punishment you want)
