This is pretty weak. Consider that if you find a x2 mult joker, then this might bring you from requiring 8 hands to beat a blind down to 4. This joker will instead bring you from 8 to 6.

the deck's effect feels really uninteractive with the player
it doesnt encourage or discourage you from doing anything other than maybe picking up the +hand vouchers or burglar
the former being a voucher thats already good so you'll probably pick it up anyway regardless of deck and the latter is one single joker in the entire game
playing hands is something you're already doing, rewarding it is kind of redundant
