Kind of like a super-trading card, balanced down by the lack of income. I am not sure exactly how good this would be (small deck is very good, but maybe you would prefer to use trading card to get econ), so I am not sure if you would want this to be a rare or a legendary card. I dont think it would make a very good legendary, but it could be. Chicot is a legendary, after all.

I think the issue here is that this is a utility joker, you cannot maintain this for too long before you have to sell it, that's an issue when this sort of mechanic can only be put in a legendary that you get unwillingly

This works as a legendary joker and it would be the single legendary joker I'd want to see after very possibly Perkeo. I don't really care that I have to sell out of a legendary joker after I'm done with it, and the value of rapidly thinning your deck really can't be overstated. Costs $1/card? Completely worth it still. Sets your discards to 1? That's an immolate every round. Even if it made every round the needle I'd still want to take it. The only question is whether or not I could.

My problem is even as a legendary it’s not too unique considering that perkeo can already provide deck fixing and card removal along with some other things

You're right, if you have one hanged man, you can remove two cards per round for essentially free. But this is 5 times as fast at high stakes.
You only really need this around for 2 or 3 rounds, and then it's an open joker spot again.
