It is money intensive, but it has two vouchers and a joker worth of enablers, and it scales faster than any other flat mult option if you have good enough econ. I think +3 would be too much.
Compare to red card, where you might need to spend anywhere from $8-$16 to get +6 mult, but you can only get +6 mult per shop. Whereas this is $18 for +6 mult, but you have access to it whenever, and you don't have to give up value for it (in fact, you get value for it)
Also compared to something like boots you still get all of the value from rerolling, all you need is a decent econ joker and you basically win on the spot
I love flash card so much
I just think the money hungry jokers should be discounted in purchase price. You want scaling plus mult early, and your econ might not be ready.
Red card, bootstraps, flash, dagger, and erosion all have artificial costs that could have been considered
