way too situational it should be a 16% (percentage so its not affected by oa6) and it should also apply to sold jokers and used consumables

being both unreliable and THIS situational seems like a tough joker slot to justify.

and it feels bad that it doesn't interact with generally destroyed jokers, so there is no synergy with madness or dagger.
