Add settings for resolution and FPS cap, especially for mobile devices

The settings can be used to mitigate overheating and make the game less resource-intensive (Both of them are extremely common problems for mobile devices, even on lowest game settings). Here are the following possible options for each:

Resolution: 25%, 50%, 75%, 100%
FPS Cap: (30, 40, 50, 60, 70, 80, 90, 100, 110, 120 and so on for whatever refresh rate the device has)

Oh yes, I know there's an existing option in the game to change the resolution, but I can't seem to switch to any other value...
