if you're referring to the +1 joker slot, I'd say black's better for that since you can choose what the +1 joker slot goes towards

even if black deck has the biggest negative of any deck in the game

and the fact tge effect is one time use mostly

as beyond the starting negative tags its just a higher negative chance which is low already

It could work without the tags by just having say 3-4× negative chance

Comparing it to the worst deck in game also isn't the best way to balance even if they are the most similar.

yellow deck is technically 1-time use as well

i already dont enjoy yellow deck as much as blue or red anyways

its boring but good
