Note: in deck view, you can use consumables, but not shuffle your deck, so Death, as example, would be quite limited in options. Death also goes from up to down when copying
Also, this in completely unrelated to this suggestion, but i would love if consumables got a chance to be naturally negative, i think this is nice

and even then that just means there's a cost gate but not a weaker effect
after all you should have econ anyways
Spectral packs are still rare. You're expected to see only 1 in any 8 ante run.

also i think the tier 2 sounds a little confusing imo

better wording would be that ouija and sigil will only affect a total of the number of cards your max hand size is
also, you can reorder your deck in deck view.
but you cannot select cards.
so this gives a UI conundrum, when to use the previous behavior and when to use the new behavior?
if the answer is "whenever there are consumeable that might be used" then that's a fairly common case and having the switch in behavior be something like that is clunky.
Maybe eliminate the T2 voucher, make the T1 voucher T2, and finally come up with another T1 voucher, maybe +1 hand size when in a booster pack or something?
