Ouija and Sigil affect at most your hand size cards, choosing randomly

Note: in deck view, you can use consumables, but not shuffle your deck, so Death, as example, would be quite limited in options. Death also goes from up to down when copying

Also, this in completely unrelated to this suggestion, but i would love if consumables got a chance to be naturally negative, i think this is nice

so this gives a UI conundrum, when to use the previous behavior and when to use the new behavior?

if the answer is "whenever there are consumeable that might be used" then that's a fairly common case and having the switch in behavior be something like that is clunky.

Maybe eliminate the T2 voucher, make the T1 voucher T2, and finally come up with another T1 voucher, maybe +1 hand size when in a booster pack or something?
