So if you get the mutation (we will call it golden) on a joker it boosts the passive, so if you get a golden joker and you get the golden mutation, instead of getting $4 at the end of the round, you get $6, or even a rainbow mutation that would make it $8, or if you get it on the showman, it would increase the chances for jokers in shops to be duplicates, etc etc.
Can be added to the rolling tarot card and the spectral cards
