Played cards that contain a face card and add to 18 or less gain +18 mult (per card).

The face card represents the parent watching over their children, and the sum being 18 or less represents the age limit for certain shows.

Also, i dont see the way to make that work. If 1 face card is 10, what hand contains a face card and also is <18 in sum?

basically any 5 card hand is impossible, 4oak and 3oak are too because it would be of face cards making it score 40/30
