there isnt really a tarot card which is more comlpex than another so why put rarities on them (joker rarities are mostly complexity)

spectrals are already rarer risk reward consumables or have rare rewards like seals. making that more complicated is odd

as i said this is already the rarity in-game that just kinda states the obvious, as i said in the image "i mean they kinda do already"
you find planets very often and aren't quite unique, all of them being basically the same thing but for different hands
tarot cards are a bit more complicated and unique but not really much rarer than planet cards
spectrals are definitely rarer, being only able to appear in spectral packs (which are weaker than any other pack because their best is like 2 out of 4, unless you use ghost deck for them to appear in the shop or the t2 voucher omen globe for them to appear in tarot packs)
and also spectrals are way riskier and more powerful
and it doesn't take anything at all to explain why the soul and black hole are legendaries

another issue i have with the idea of tarot rarities is the fact that tarots being a grab bag of varying effects is probably their intent and a rarity system would make that not a thing
not that certain tarots arent stronger but still
also with the rarities proposed the most common enhancement would be glass when its arguebly more complex than mult and bonus cards
