sucks for the same reason magic trick does
52 base cards, multiply by 7 enhancements (including base) for 314, add one for stone to get 315 enhanced cards. then multiply by 4 editions and 5 seals (both including base) and you get 6300 playing cards. there are 150 jokers, 22 tarots, 18 spectrals, and 12 planets for a total of 202 non-playing cards. so you can expect 96.9% of cards to be playing cards
i mean this can be easily balanced by just rigging
so think of how many types there are
playing card, joker, tarot, planet, spectral
thats 5 types
so for each selectable slot, make it so its 20% to be a spectral, 20% to be a joker, 20% to be a tarot, 20% to be a planet, and 20% to be a playing card
and after each is decided, it then picks a random one from the pool, so if it landed the 20% to be a joker, it then picks a random joker from the joker pool for that specific slot
