After 5 spectral cards were used during run: balances chips and mult

It might seem like copying plasma deck but it could provide some more functionality for both non endless and endless runs. For non endless it would allow to give player control to when the balancing takes place. You could have a powerful +Chips joker like wee or bull giving you like 800 chips and then you balance to get 400 Mult and after that you can use xMult to boost your score even further. For endless runs it would allow to get point squaring effect for a joker slot (or not if found as negative) the most synergy I see there is with anaglyph deck (negative or voucher tags for naneinf runs) or black deck (more joker slots)

Also for a game where most decks are either voucher effect or a single joker ability, a rare joker that could balance chips and mult outside of plasma deck seems fair

i don't know how useful this would be in the lategame considering that you want to focus on both on decks other than plasma

it's not even that likely for you to get 5 spectrals in an ante 8 run if you're not ghost deck

You can still benefit by getting + chips, balancing and then using *Mult
