I think the spectral cards aren’t like arcana or planets. If used at bad time they can be detrimental to your run (only seals have no downside) so making a joker that forces you to use every spectral you see to only get 0.25xmult (1 trigger of lucky cat btw) seems very weak. Spectrals are also too rare and found only in booster packs to be viable for scaling joker.

you need to have the decision making skill to decide if the spectral card’s downside is worth the mult it gives

decision making is a big part of balatro skill if im not mistaken

red card doesnt force you to skip packs, it just gives you something for doing so

sometimes taking an arcana is better than 3 mult

Considering that hologram gets the same scaling just per card adding to your deck, that seems more reasonable
