Rigoletto is the name of the Duke's jester
And yes I read the entire play before writing this!

I feel like this is just significantly worse than Canio and perhaps even an instant sell in some cases

You have the extra step of having to play the card, and since you can't turn this off, your deck quickly becomes useless

The origin is fun though, so I don't want to give up on the idea

Rigoletto is cursed by an old man after taunting his valid reaction, causing him great misfortune after every turn (debuff)
he then gets hired help (a hitman) to get revenge on the Duke for trying to go after his daughter. (the duke is a very well known adulter) [destroyed debuff]

Rigoletto is the one with misfortune (debuffed) and the duke is the one being destroyed, this doesn't line up with what the joker does then?
