Cards are forced to be drawn at a statistically even manner. For example, if a deck with 8 Ace of Spades and 1 King of Hearts draws a full 8-card hand of spades, the heart must be drawn next.
In other words, after a card is drawn, it cannot be drawn again until all other eligible cards in the deck have been drawn.
This includes between rounds.

This makes it way too easy to get flush 5 with zero effort
i dont get whats the difference between this and normal drawing
the drawback is intended to be that after a flush 5 is played, it will take as long as possible to be played again. The effect carries over between rounds.
so you kill the idea of a consistent deck because when you draw your good cards one round you get destroyed the next?
on the 1 hand, flush 5 over and over. on the other, you have to deckfix enough that you have multiple flush 5 to cycle.

a true loop works, but the original idea is slightly different in that the deck is shuffled after each full cycle
