I think the biggest reason ×chips shouldn't be in the game is not because it is ineffectual (imagine being able to use jokers like photo, ancient and baron with +mult scalars), but rather because it would lessen the depth of gameplay. As of now chips are solely additive while mult supports further multiplication, this fundamentally changes how you approach chips vs mult and creates the need to try and balance them because chips are additive and never multiplicative(with just multiplication, balancing both sides never matters because multiplication is a proportional effect.) Adding ×chips would destroy the difference between chips and mult, erasing mechanics and strategy.

That is why I noted that this joker doesn't even have the right effect to benefit. The trigger order matters most for things that are based on card scoring and thus always trigger first.

No, even if there are marginal differences between Xchips and Xmult, mult was always intended to be the only multiplier for your chips. Chips will only be additive.
