People act so matter of fact about how again can only be interpreted as a repost. The interpretation is entirely arbitrary. It is naturally linked to positivity by its color and gameplay features and also makes sense in normal language as a signal of encouragement "again!". It seems more intuitive to me to see "more like this" than "this is a repost".

That results from a historical bias, unless the channel actually gains an official message or the reaction gets changed back to ☝️, there is going to be nothing to make naturally seem like a repost to people. Ultimately I think it makes more sense to simply use established icons like ♻️ for it because only consistently makes sense as a repost if you are used to ☝️ being the default reaction for positivity.

I think it is interesting that it is 3 spectral cards because it sort of gives you one free blind play before the decrease effects you. Is that intended?

Yes it's intended so that you get a free blind with it normally but as to also allow you to get more value if you can take advantage of crystal ball
