Hands and discards can be both used to play hands and discard. (hands are consumed first as a drawback, so you don't gain that money)

if its gonna be a synergy joker why not make it a proper one like "hands and discards count as each other" or something. so playing a hand triggers discard jokers. and discards trigger hands played jokers
