Seeded runs and challenge runs can incorrectly increment this counter

If this is the issue, then play yellow deck, and restart runs until you see blank as the first voucher, then buy it and reload the save before doing anything else.

The mobile port also just has some issues with unlocks from time to time, and if this is the case, I don’t actually know how to resolve it.
