Palette voucher not unlocking

Pallette voucher is not unlocking even though I go below 5 hand size. I win the stake, go back to main menu and still locked. No active mods or challenge, just a random ghost deck seed U3CDPI77. I used Ecto once, Ouija twice, and Merry Andy. Even after losing on Ante 10 and went back to main menu it didnt unlock

This was the second time I got down to 5, first time down to 4 hand size. I didn’t capture the first time, just this second run.

I’ll try and verify files and do it again and post back here

When you say its on that seed, are you saying its a seeded run? Because that also dosables unlocks

No it was a random seed, I just pulled it after I lost the run in case it was relevant

Seems likely to be a steamodded issue. Even with no active mods, steamodded rewrites a ton of the game in the background. I'd try again without smods

Shouldve realized when you said no active mods that still means youve played with mods

Doing a clean wipe to clean out steamodded seemed to do the trick and I just got the voucher unlocked.

I had most everything else unlocked as expected when I met the conditions even with the mods for most of the time so I wouldnt have thought that was much of a problem until you suggested it.
