I think filling slots with wheels of fortune would be cool, the downside while fitting and defining the thematic nature of the card, isn't quite so good for its gameplay aspect. Not only is it not vanilla but it overcomplicates the joker and worsens the balance
It would be sort of like hiker then, you pick it up and use it for permanent upgrades before dropping it later for scoring as ante scaling heats up.

Perhaps not the best example, that is just how I use hiker usually because I never seem to get it when I have a build that actually works with it. I generally sort of pick it up early game and drop it later.
