I think the activation should be entering a new Ante.
Because when you beat a boss blind you get the payout-window where you get money, then you get send to the shop (unless the You Win screen pops up).
But some of these tags open packs, which is an awkward moment to happen in any of the moment "at the end of every boss blind".
A clean moment that would also be vanilla would be if those tags triggered right when you enter a new Ante, before selecting the Small Blind
