this is a known bug. That UI isn't supposed to show up on mobile but sometimes does. Ignore that. If it bothers you, just quit to menu and reload the game when it happens.

I'm experiencing this too. It seems to happen rarely and randomly (I can't reproduce it on purpose) but it happens often enough to be annoying.
