It's a cool idea, but it could use a buff imo (you have to have good econ and free Joker slots to get good use out of this)
and not get eternals that clog you up

What if it was instead "Gains +1/+2 Mult for every empty slot in the shop when exited" (Not sure if that effect is clear enough or not)

If there's normally 2 Jokers/consumables in the top menu and there's only 1, it counts as 1 empty slot
Maybe rewording it to "Gains +2 mult per bought card, -5 per reroll"

If it's written as "the shop is empty"
If you're rerolling constantly, then you'd get better value out of Flash Card or something
I think this Joker would be most interesting if it's incentivizing you not to reroll
