This feels like more of a Common honestly
if it doesn’t change the $5 interest cap it might be better as $1 interest for every $3 you have
In its current state it is effectively just a one time +$5 that disappears when the joker is sold and might actually even lose you money depending on how high the buy price is.
Same problem for changing it to $3 interest, you could just hold $10 for the same effect without losing a joker slot or spending money on the joker. Plus holding money doesn't make it reliant on keeping the joker. Unless you have the interest vouchers or to the moon, this isn't very good as a joker.
Additionally, on top of any monetary gain being reduced by the cost of the joker and being temporary. It only even takes full effect when you are closely balanced at a key amount of $.
I guess it could be cool as an early game option for instant cash now, sort of like credit card but without the downside at the cost of more complicated interacts. It should perhaps lower the interest increment to something as low as $1 for every $2 to be worth it though. Then you get effectively $15 - joker cost for as long as you keep the joker, enabling you kickstart yourself.
Here is a summary, The utility of this joker is that you only need $20 for full interest instead of $25. Instead of $15 for $3 dollars interest you only need $12, etc. The issue is that simply holding $5 accomplishes the exact same thing and better. It doesn't use a joker slot and it works optimally 100% of the time. As a joker, at best it is equivalent to $5, and you have to pay to buy it.

Isnt there more utility to being able go spend more without sacrificing intrest? Like in ante 1 you could have max interest much easier
Shoot the moon is an uncommon and lets me make twice as much interest so I can actually spend it
It doesn’t actually allow you to spend more except one time $10 as long as you hold it, pretty weak
Also I feel like it’d cause you to miss an interest cap initially since you gotta spend money on this
If it said “Always earn the max interest” it’d be slightly better but still eh
