here's an interesting scenario
start with 5 chips 5 mult
+2 Mult (5C 7M)
Flipped (7C 5M)
+4 Mult (7C 9M)
= 63
without the flip
+2 Mult (5C 7M)
+4 Mult (5C 11M)
= 55
i mean, if the flipping is the last action, then it does absolutely nothing
but otherwise, its actually better to flip because most jokers act on mult and not chips
closer to a square number, etc

also flipping chips and mult feels a bit too modded for my taste

Chips jokers typically scale faster than mult jokers, if you flip after 1 chips joker, you are effectively converting it to a mult joker, thus allowing you to get another chips joker enabling a higher overall sum of chips and mult without the issue of creating an sub optimal distribution of chips and mult that exacerbates the proportional falloff of additive increases.

And for a game where combos are everything, I just dont see any combination that could benefit the player in a meaningful way
I think the issue with it is it has the potential to bloat gameplay mechanics. However it is quite useful. It opens up entire new builds that largely eliminate the need to have to focus on keeping mult and chips somewhat balanced.
You can choose to run only chips jokers and actually have a good chance at winning.
Say for simplicity I have 2 ice creams, so 100 chips each and a gros michel, 15 mult. Normally this would score 200 × 15 or 3,000. However if the gros michel had the flipped edition, it would(with the optimal layout) score 115×100 or 11,500, an increase of nearly 4× from a single edition. That is of course a fairly optimal situation for this edition, but I hope you get my point.
