Clearly you're not using it correctly then, it's easily one of the best Tarot generators in the game
You can get 4 Tarots per round if you play optimally
You do have less money to spend in the shop, but that can be mitigated with Gold Cards and other end-of-round money effects

But why would you want to generate tarots if you can just buy them with money? They aren't that expensive, are they? I think if you really wanted to keep the effect of vagabond making it an uncommon would be way better.

The problem isn't that they're directly expensive, it's that they're relatively uncommon in the shop
Like you'll maybe get around 1 or 2 from a pack or in the initial shop, but then you have to burn through increasingly expensive rerolls

If you keep more money and don't play every hand you'll come out with more money which can be used to reroll and to buy specific tarots. Like said I would understand the purpose of a vagabond as an uncommon but as a rare it's not that good
