I feel like Bargainer is just worse than Haggler.

What about this rework:
Haggler lvl. 1 Sell value of everything is doubled
Refund lvl. 2 Have a chance of 20% (can't be increased by oops all six) that when selling an item you regain that item.

I saw a Joker idea a while back that created a copy of every 4th Tarot/Planet used, and Refund just feels like a worse version of that

i feel making a voucher that makes sell value 75% and then the tier 2 is something unique is more graceful

maybe like "store credit: selling a card reduces the price of items in the shop by a 1/3rd of its sell value. disabled after one purchase" as a tier 2

idk i feel the issue is that sell value is such an underused mechanic

I don't feel like that having a voucher that actively debuffs you is something good. Or did you mean +75%?

baseline is 50% of buy price

75% is a buff

and i feel letting selling do something for the shop would be fitting

free items for infinite money is dangerous

from how the 0 dollars jokers from tags work we know free doesnt mean no sell value
