I could see this usable at maybe like a 1 in 2 as for most purposes I think you’d get more value out of smth like Astronomer

You can always get your most used card in a pack and as an added bonus you have the potential to get two levels on the same most used hand in any given mega pack

Constellation is kind of an edge case; though I guess your point does bring it closer to not being directly superior
