I'd say the power of this would be it lets you enhance your deck for less money. if you take a magician before the small blind, this gives you $6 total for it, making the card pay for itself and encouraging you to go for more tarots
though, it might not work as well in practice

I think it is a little easier to boost than satellite as most anything a player can find can enhance a card. Satellite just requires unique planets which is not really worth it since you most likely buffing a hand type that won’t actually come in handy later.
This joker can benefit from most tarots without any of them needing to be unique, just the same ones will do

I simply disagree- with how easy it is to get enhancements this could scale quite well
