Chicot just isn't worth using a joker slot for. I feel like Chicot is great if you can get it negative, but unless on ante 1 you open an arcana pack, get soul, that then gives you chicot, then open a spectral pack with ectoplasm, which uses almost all of your money and unless you get an econ joker within the next ante, it can make you short of money most of the game. If chicot also had '+1 joker slot' in its abilities, it would be worth keeping. With how chicot is at the moment, I usually just sell it. I feel like this would be a good balance change and, unlike people saying chicot should always be negative, you could still make it negative.

I can't min-max it's uses or play well to extract more power from it

Chicot’s great cause the only thing you ever have to worry about is getting big number, it simplifies a lot of your decision making

also not every boss blind kills you with scoring or debuffing. sometimes just dodging the ox or the arm is good

Thats what I was saying- the example makes 0 sense if yoy actually play Balatro enough to see boss blinds hurt you
Its easier to get through a larger blind w 4 jokers than a boss blind w 5 jokers in the case of like- 40% of bosses

Chicots also work well on the needle and wall/VV, but it's as a wise man once said "jack of all trades, master of none". And I think that's a perfect way to summarize chicoy
