The Joker to the right becomes 2x as effective, but the Joker to the left becomes 0.5x as effective. Both cards must be compatible.
This essentially doubles/halves any Chip or Mult values that a Joker can give, doubles/halves probabilities (such as Gros Michel's selfdestruction), and causes repeat effects to trigger more/less times (such as Dusk or Hanging Chad). The stipulation that both cards must be compatible eliminates the option of simply placing an incompatible card in the 0.5x slot.
Example:
Scholar (Aces give 20 chips and +4 Mult) | empty space | Gros Michel (+15 mult, 1 in 6 chance to disappear)
Becomes
Scholar (Aces give 10 chips and +2 Mult) | Give Way | Gros Michel (+30 Mult, 2 in 6 chance to disappear)
