That's maybe italian, spanish or portuguese deck. But other european countries have other decks

I understand your point, and I myself pointed out earlier that the deck exists in multiple countries, I know that.
That doesn't make "european" correct.

Judging by the newly given chip counts for the face cards and aces, as well as the missing 10s, maybe you had a specific game in mind a deck like this would be used for?

Like I could suggest a deck that is called "Skat Deck" ("Skat" as in the german card game) that (as the game in question) is missing the cards 6-2 and has different chip values for all cards according to how much those cards are worth in that game.
Could do the same for this idea.
