This joker scales if in a single hand something happens before the cards are scored (e.g. spaceman levels up the hand or runner adds extra chips to itself), something happens during the scoring of the individual cards (beyond just chips, e.g. an edition is scored, or hack retriggers a 4), and something happens to a held in hand card, (e.g. Baron or Steel).
If something happens during all three phases, this joker gains +2 flat mult.

Does the joker trigger on seals and enchantments or just other jokers?

Though, I can't recall any non joker effect that occurs before hand scoring occurs. So it is, unfortunately not completely possible to trigger without some joker.
At least not in vanilla.

If you're playing, for instance, straights and need a flat mult source, you can pair it with a runner, and as long as you have e.g. a red seal or a mult card, and a steel card in hand then this scales.

I mean, that is a fair criticism, though, the complexity is based on the theming. It might just be a bad idea for a theme for a Joker.
So it works best with jokers that scale when hands are played like green, runner, pants, e.t.c

I could write is shorter as:
Gains +2 mult whenever an extra effect is triggered in each phase of scoring.
But that begs the question of what is a phase of scoring.
I respect the attempt but it’s kinda doomed from the start to not be vanilla-esque

Idk how I would incorporate all phases into a joker but a joker that gain +0.1x when a joker scales or upgrades would be interesting (though it would scale very fast with something like green Joker)
