It's a bit of an anti-psychic, disincentivizing large hands like Flushes or straights

Kinda boring when you consider that psychic doesn’t make high card, pair, etc. unplayable but this makes 5 card hands (aka the hands that need the most help) way worse. This just doesn’t fit the current game balance
