It transfer between hands and builds up overtime, allowing leniency in the future hands- that and it's one of th3 few ways to get Chips and Mult at the same time (scholar and walkie as well)

I strongly disagree on the other jokers part

This scales pr fast considering it's on a per hand basis (plus it works WITH xmult, they're different things so I find that negligible)
