I actually think this is too good

#

Because seltzer is balanced because it has a retrigger effect which has various levels if power

#

With no retrigger effects it's practically useless but with tons of card effects, it becomes amazing

#

This is kinda just good consistently with no variation

#

Maybe like debuffs after 5 hands would be better
