Why? It's not modifying values or anything

Plenty of Jokers affect other Jokers (e.g. Joker-destroying Jokers like Madness or Ceremonial Dagger)

Not the rule, jokers should REFER TO other specific jokers

Blueprint, Madness, Gift, all examples on par with this in terms of affecting or being affected by other jokers
