A 3-5$ Joker that gives deck consistency that's comparable to 3 tarots isn't bad

You are getting the equivalent of 1 enhancement per a blind of the least powerful enhancement in the game that has the potential to overwrite other enhancements.
Lets make a comparison, take an uncommon deckfixing joker, midas mask. You get an arguably better enhancement, significantly faster enhancing and a more immediate reward.

Less on-theme, and most enhancements would be broken at even 1-2 per round; maybe lucky at 1 per round
Steel would be busted, steels main issue is killing hand space-- when so much of your deck is steel that's not a big issue

It's actually fine, I initially misread it as 3 wild cards per boss blind, which would be terrible, but 3 per a blind makes it interesting.
You don't get the best enhancement, but you get it very quickly to make up for it. This makes it a competitive pick for the early game and flush builds
