This sounds like a very strong flat mult joker for HC builds.
But HC doesn't need more buffing.
I mean I suppose but early on that is
How much mult you would be getting if you had 2 unscoring face cards and a 9
And with a lvl 1 high card
(With playing an ace)
That 26 not 16
Playing the same thing over and over (assuming you have 4 hands) would only get you 1,920 chips

If you're playing HC you're playing something like photochad, this gives you the opportunity to stack mult before photograph activates
K, Q, J, 10, 8 gives HC and +38 mult * 8

So are you saying the thing should activate during playing hand (like any of the jokers that give mult for a specific suit) or after the hand is played

This is how jokers activate in the base game, if something targets individual cards in hand it's during the individual phase.
Plus 8 on mult
This joker adds the mult of unscored cards chip value. So K is HC, the Q gives +10 mult, J gives +10, 10 gives +10, 8 gives +8, 38.
Then if you order the K on the right, you get 38 x2, x2, x2
But 1 mult from high card and 35 from chips
But like if you had photochad it wouldn’t scale before the thing activates if I’m not mistaken
Playing a face card with 4 unscored cards so uh
Photochad does its thing so if you have lvl 1 HC then that’s 8 mult
Then afterwards the other joker does its thing and adds the mult afterwards because it doesn’t activate during playing the hand

Yes, if you just have photochad + this you're dying soon, but put another way, this gets you to ante 5 without needing to worry about any other scoring. You have a lot of time to get stuff.
If you activate it when playing cards are scored (which is normal) then it would go left to right, so it would happen before photochad if the unscored cards are left of the first face card.
Like if you have Q, J, K, 10, 8 you'd get 1 -> 11 -> 21 -> (42, 84, 168) -> 178 -> 186
