Green Deck + Seed Money change

I don't like how Seed Money and Money Tree do nothing on Green Deck so:

Green Deck, instead of disabling interest, caps it at $0.

Seed Money and Money Tree each then increase the current interest cap by a flat amount instead of setting it to a specified value.

With this change, Seed Money and Money Tree now work on Green Deck.

This has probably been suggested before, but I haven't seen it yet so
